Clear every export gate

The board-pack export gate checks whether evidence review, defence gaps, evidence freshness, and board-impact risk issues are clear before sign-off.

  • evidence_review blocks when evidence is unreviewed or rejected evidence remains unresolved.
  • defence_gaps blocks when assessment gaps remain open.
  • evidence_freshness blocks when approved evidence is older than the freshness threshold.
  • risk_board_impact blocks when fraud risks still have board-impact gaps requiring owner action.

Record final sign-off separately

Final board-pack sign-off is separate from item review. In the current workflow, sign-off requires board_pack:signoff permission and general counsel role coverage in the service tests.

  • Sign-off notes are required and should state evidence reviewed, blockers checked, approval rationale, and any remaining legal question.
  • Pack approval remains unsigned until the named sign-off is recorded; then the export manifest can show an approved pack approval.
